Keyword-linked allocations may overlap and do not prove a new project. Terms are prompts for line-item review; this local archive starts in FY2020.
Potential and revived keywords
Rows are ranked by associated FY2027 NEP allocations. Potential first appearances have no exact match in FY2020–FY2025 GAA descriptions. Revived terms appear only in FY2020–FY2022 and have no exact match in FY2023–FY2025. Common budget shorthand and generic construction phrases are excluded. A project may have appeared under another name or abbreviation; the local GAA archive also starts at FY2020.

“Unique line item” means one funded project and operating-unit group in the full NEP extract. “Broad, standardized distribution” means at least 10 recipients and at least 70% of grouped allocations share the same amount. Other terms show the modal (most common) allocation and its share. RCS and INSPIRE below use the DPWH proposal schedule, where recipients resolve to offices. Keyword totals are ranked separately and can overlap when multiple terms describe the same project, so do not add the rows together.
Funding shown under each selected label
Amounts compare FY2027 NEP amounts with the matching FY2026 DPWH schedule label or related category. Hierarchy and record granularity differ, so bars show scale only, not like-for-like growth.
Terms to trace
Use the status and notes to distinguish changed wording from recurring programs. Historical mentions are string matches in the local enacted budget extracts; matching words do not establish matching project scope.

How to read this scan
Data coverage: DPWH FY2027 NEP proposal extraction; local DPWH FY2026 schedule; and enacted budget extracts for FY2020–FY2025. The FY2027 proposal is not an enacted appropriation. Category hierarchies differ by year, and a match on words does not establish project continuity.
Returning labels · INSPIRE funding history
INSPIRE is a returning named project, not a keyword appearing for the first time. Separate history of wording from history of funded scope.
| Stage/year | Observed allocation pesos |
|---|---|
| GAA 2023 | ₱300,000,000 |
| GAA 2025 | ₱100,000,000 |
| NEP 2027 | ₱835,000,000 |
Past enacted allocations plus a new proposal do not establish duplicate spending, actual release or disbursement. Ask for approved total project cost, component scope, procurement phases, progress, obligations and remaining balance. A newly seen phrase can also name a long-negotiated foreign-assisted project; keyword novelty is not an insertion finding.
