FY2027 NEP · DPWH · Rainwater Collector System

199 offices. One identical RCS allocation.

Each DEO receives ₱4.2M in NEP, and all 199 allocations remain unchanged in HGAB 3rd reading. No differentiated needs weighting is visible in those amounts. The stage trace appears first; rainfall data and alternative allocation formulas follow.

No differentiated needs weighting is visible in these amounts. Equal packages do not establish what planners considered or prove misconduct. Rainfall-only redistribution belongs to the scenario sections below, not the observed budget outcome.

Even distribution · did any RCS allocation disappear in HGAB?

The observed budget pattern is identical distribution: 199 DEO lines at ₱4.2M each. No differentiated needs weighting is visible in those line amounts. Whether planners considered need outside the schedule requires policy/design records; equal figures alone cannot establish what they thought.

Rainfall record · 1981–2025

Each annual value is the unweighted mean of province annual totals, calculated from complete years only. The local phl-rainfall-subnat-full.csv file supplies the rfh field; values are treated as millimetres and 36 10-day readings are summed to annual totals. This shows historical rainfall patterns, not local water demand.

Fill represents average annual rainfall. Hover over a province for its long-term mean, variation, and RCS office count. The source CSV is province-level; it has no municipality observations to support a town-level rainfall estimate.

Rainfall-weighted unit scenario

The model redistributes the existing district-office pool while keeping the total at 199 whole RCS units. For each province, its share of units is proportional to its 1981–2025 mean annual rainfall; that share is split across the province’s listed DPWH district offices. Largest-remainder rounding keeps the national total at exactly 199 units. Fractional model shares are shown beside the whole-unit scenario.

One unit each, across 199 district offices

Each office has a pair of adjacent vertical bars: blue for its current one-unit (₱4.2M) allocation and teal for the rainfall-only suggested whole units. Offices are ordered from fewer to more suggested units.

Current vs rainfall-weighted units by province

Allocation by province

Roster: 20th Congress. Province totals list all representatives for that province. District-office rows show a name only when the province has one congressional seat; the DPWH office number is not used as a seat number. A dash means no confident match.

The table assigns province-level rainfall to every DEO listed under that province. It does not assert that the DEO serves only that province or that the province average reflects its service area. One Davao Occidental office uses the Davao Region mean because neither a province rainfall series nor a local boundary is present in the workspace.

How to read this scenario

Annual rainfall depth (rfh treated as millimetres) is used as the sole weight because the request is to model a rainfall-only allocation. That is a transparent starting point for water harvesting potential. A complete needs formula should also include service population, usable roof or catchment area, storage capacity, rainfall seasonality and dry spells, water access, existing RCS sites, and construction cost. A province-level average cannot support a final district budget by itself.

Regional-office and nationwide RCS lines are shown separately from the district pool because the rainfall source cannot assign them to district service areas. They are not redistributed in this scenario.

Uniform allocations · formula sensitivity

All 199 district-office lines receive one ₱4.2M budget unit, while their rainfall proxies span 1,564–4,045 mm/year (2.59×). Allocation coefficient of variation is 0%; rainfall-proxy variation is 19.1%. This establishes uniformity despite variable rainfall; it does not establish that planners ignored every factor.

Units moved = half the sum of absolute changes; all scenarios conserve 199 budget units. Largest-remainder rounding uses office name to break ties. A budget unit is not a verified count of installed collectors. Province means are shared proxies, not 199 independent rainfall observations.

Hypothesis for investigators: the flat amount is a standard package rather than a needs-based allocation. Alternatives include a minimum-coverage policy or common construction specification. Pearson correlation is undefined because every allocation is identical; a p-value against an invented random-allocation process would be misleading. Neither rainfall formula is a recommended final budget, and a model assigning zero units is not evidence an office needs none.

Mean versus median weighting changes whole-unit recommendations for 0 offices. 1 office uses a regional rainfall fallback. Establish the actual site/catchment area, design capacity, water demand, storage, access and existing assets before making a needs claim.

The direct per-office rainfall formula rounds to one whole budget unit for every office, even though fractional shares differ. Equal whole units therefore do not, by themselves, refute rainfall weighting at this budget-unit resolution. The existing province-first scenario moves 44 units because provinces receive a share before it is divided among offices. That structural choice must be justified before claiming it is a better allocation.
