Follow the changes between budget stages

NEP → HGAB (House version) → GAB (Senate version) → Bicam (House/Senate reconciliation) → GAA (enacted).

NEP and final GAA provide the published bookends. The investigative focus is how allocations change through House and Senate deliberations and bicameral reconciliation. A genuinely new HGAB line deserves scrutiny: who proposed it, what documented need supports it, and whether it remains in the Senate and reconciled versions. A lawful amendment can add projects; an unmatched parser row is not yet a demonstrated amendment.

These pages currently trace NEP and House readings. No survival claim is made for Senate GAB, Bicam or FY2027 GAA until those versions are available and reconciled. Retained NEP repeat candidates and new HGAB insertion candidates answer different questions.

Investigation priority 1 · Direct allocation observation; rainfall need remains a proxy

RCS: identical budget packages across unequal rainfall proxies

199 offices × ₱4.2M = ₱835.800M

Talking point
What policy or engineering design justifies one identical budget unit per office?
Observed evidence
All district-office RCS lines have the same amount. Province/regional rainfall proxies differ by 2.59×. Alternative formulas move different numbers of budget units. All 199 DEO lines are retained unchanged in HGAB; no differentiated needs weighting is visible in the amounts.
Plausible explanation
Standard package costs or a minimum coverage policy may justify equal allocations. Rainfall alone does not measure demand.
What investigators need next
Obtain siting, design capacity, water demand, catchment area and existing RCS inventory.
Parsing/location caution
DEO is not LEG; province rainfall is not a district observation. Returning FY2026 program.

Investigation priority 2 · Parser- and matching-dependent screen

HGAB-only domestic candidates: verify the counterpart before calling an insertion

5,549 domestic review candidates · ₱158.363B

Talking point
Which candidates are genuinely absent from NEP after wording, scope and occurrence review?
Observed evidence
Native schedule totals reconcile; unmatched domestic records remain distinct from unpaired FAP review lines.
Plausible explanation
Wrapped titles, OCR, changes in office or PAP, renaming and aggregated occurrences can hide counterparts.
What investigators need next
Stratified original-page adjudication; estimate false positives before extrapolating counts.
Parsing/location caution
Do not adopt another analyst’s additions count as ground truth. FAPs take a separate review path.

Investigation priority 3 · Parser- and matching-dependent program screen

Multi-purpose buildings: a large share needs NEP counterpart review

2,835 potential insertion candidates · ₱38.747B

Talking point
Which MPB lines are genuinely new, and what documented facility needs and designs support them?
Observed evidence
The HGAB MPB PAP contains 5,765 lines carrying ₱83.707B. 620 counterpart cases remain separate from insertion candidates. The historical screen has 329 comparison pairs covering 301 distinct NEP proposals.
Plausible explanation
Renaming, combined occurrences and legitimate phased construction can explain unmatched or recurring titles. Similar amounts can reflect standard designs.
What investigators need next
Audit original NEP/HGAB pages; obtain building purpose, floor area, design, quantities, contract scope and completion records.
Parsing/location caution
MPB overlaps the full DPWH insertion/repeat findings; do not add their amounts. Equal allocations are not equal construction unit prices.

Supporting analysis and source tables →

Investigation priority 4 · Scope-screened comparison candidates

Recurring project titles: inspect overlapping work before alleging duplication

634 of 737 NEP comparison pairs clearly retained in HGAB

Talking point
Are new appropriations paying for already-funded components or legitimate continuation?
Observed evidence
591 of 686 distinct NEP repeat-screen proposals have clear HGAB links. 21 proposals have explicit overlapping historical chainage. ₱27.260B is the unique NEP proposal allocation, not alleged loss.
Plausible explanation
Multi-year implementation, rehabilitation and distinct components can share names and segments.
What investigators need next
Prioritize explicitly overlapping retained proposals and high amounts; compare contracts, quantities, tranche scopes and completion.
Parsing/location caution
The 737 headline counts NEP–old GAA comparison pairs. Potential retention and missing counterparts remain separate.

Supporting analysis and source tables →

Investigation priority 5 · Exploratory statistical association

Exact ₱5M road and flood allocations cluster in the same offices

35 overlapping offices vs 21.7 expected under independence

Talking point
Does standard design, office workload or coordinated allocation explain the co-occurrence?
Observed evidence
Office odds ratio 5.34; unadjusted exact p=5.07e-06. Region-controlled result is also unusual under its stated null.
Plausible explanation
Common specifications, office workload and project mix can create clustering.
What investigators need next
Pre-specify work-type and workload controls; inspect quantities and comparable prior-year prices.
Parsing/location caution
Threshold/category selection was post hoc. Association does not establish procurement splitting or intent.

Supporting analysis and source tables →

Investigation priority 6 · Direct appropriation history; scope unresolved

INSPIRE: a large returning named appropriation needs a whole-project ledger

₱835.000M proposed in FY2027

Talking point
What is the total approved cost and which unfinished components explain the new appropriation?
Observed evidence
Named GAA lines exist in FY2023 and FY2025; FY2027 is not a first appearance.
Plausible explanation
A legitimate phased project can require multiple appropriations.
What investigators need next
Obtain total project cost, phases, progress, obligations, disbursements and procurement records.
Parsing/location caution
Appropriations are not actual spending; stage/year sums do not prove duplication.

Supporting analysis and source tables →

Investigation priority 7 · Extracted metadata coverage; original-document completeness unverified

Length and chainage gaps limit budget scrutiny

Roads: 51.14% · Bridges: 94.74% · FMR: 99.75% without usable extracted length

Talking point
Can the funded segment and engineering length be established for every allocation?
Observed evidence
Roads: 3,175/6,498 lines have derivable stated lengths · Bridges: 60/1,140 lines have derivable stated lengths · FMR: 2/795 lines have derivable stated lengths. Official programs have separate denominators on the supporting page.
Plausible explanation
Lengths may be recorded in engineering schedules or continuation text not recovered by this extraction; incomplete metadata need not reflect deliberate omission.
What investigators need next
Inspect original source pages and obtain funded-segment boundaries, complete chainage, project quantities and bridge spans; reconcile extraction gaps before alleging disclosure failures.
Parsing/location caution
Missing includes absent and unusable extracted evidence, not proof the original documents lack length. Coordinate distances do not establish construction length; mixed scopes are separate.

Supporting analysis and source tables →

Investigation priority 8 · Descriptive allocation/segment-length proxy; comparable engineering costs unavailable

Allocation per stated meter: inspect scope before comparing rates

197 road and 2 bridge high-rate candidates · FMR peers insufficient

Talking point
Do apparently high rates reflect short printed segments, structures, broader funded scope, or unusually costly comparable work?
Observed evidence
Whole HGAB line-item allocation is divided by its derivable stated segment meters. Roads, bridges and FMR are displayed separately, with official work-program filters. Mixed road/bridge lines receive no single-work rate. Data-derived length groups and within-program slope-change screens are provided; no fixed 100-meter boundary is imposed.
Plausible explanation
Terrain, width, structures, approaches, rehabilitation scope and components outside the stated segment can explain large differences. Tiny printed ranges or parser errors can produce extreme ratios.
What investigators need next
Verify station endpoints on original pages, then compare quantities, width, funded extent, designs and bill-of-quantity costs within the same work type. Investigate unusually short denominators before interpreting extreme ratios.
Parsing/location caution
These are appropriations per stated segment meter, not verified construction unit costs. Bridge chainage is not necessarily bridge span. No cross-category average, overpricing estimate or corruption probability is established.

Supporting analysis and source tables →

Investigation priority 9 · Original PDF text agreement; funded engineering extent unresolved

Very short printed road ranges need engineering clarification

3 checked road ranges imply less than 5 meters

Talking point
Do the printed station endpoints correctly describe the funded segment, or do notation and scope need correction?
Observed evidence
Original-page visible text agrees with sampled road titles whose station differences calculate to 0.587 meters, 1.49 meters, 4.67 meters. Across all 3,175 known road lengths, only 204 (6.43%) are below 100 meters; high-rate sorting concentrates short denominators at the top.
Plausible explanation
A source-document typo, station convention, short component within a larger project, or broader funded scope can explain these values. A very short printed range does not establish the physical length actually funded.
What investigators need next
Request corrected or certified station endpoints, funded-segment plans, engineering quantities and allocation scope; verify notation before interpreting extreme allocation-per-meter rates.
Parsing/location caution
This is a printed-range/denominator issue, not evidence that most road projects are short or overpriced. Sampled title agreement rules out a title-transcription mismatch for those examples, not source errors or engineering ambiguity. Bridge lengths require separate interpretation.

These extracted FMR, NIA, HFEP and DepEd schedules have no allocation changes between the two readings. Stability is not itself a red flag. No year-on-year repetition or NEP insertion claim follows from unchanged bill-stage totals. NIA named projects and the irrigation appendix are separate schedule slices; do not add their totals without reconciling hierarchy.

Evidence needed to strengthen the claims

Investigative questionDataset or documents neededCurrent workspace limitation
RCS needsGeocoded RCS sites, storage/catchment design, population served, water access and dry-season demandRainfall is province-level; it cannot locate demand or actual sites

Workspace search found a province poverty file, but its rows do not identify year or indicator definition; it is not used as a needs control. The local flood project summary covers 2016–2024 projects, not present-day hazard exposure. Neither provides the missing RCS site/catchment, water-access or demand denominator. Additional datasets must be dated, sourced and matched to the correct geographic level before correlation.

One row per domestic DPWH HGAB 3rd-reading allocation occurrence. Five reproducible flag types now include the cost-per-meter screen. More qualifying flags rank first; larger allocation breaks ties. The nine summary findings are broader investigative themes, not nine points available to every project. Missing or suspect lengths are shown as evidence cautions. This is an investigation queue, not a finding of wrongdoing. Other agency schedules do not yet have equivalent combined screen coverage.

How the ranking is calculated

  1. Potential insertion: the current matcher identifies no plausible NEP counterpart; ambiguous links and FAPs are excluded from this flag.
  2. Repeated allocation amount: the same exact positive amount occurs in the same PAP at least 10 times across at least 3 named implementing offices. This includes amounts such as ₱5M when the group qualifies; roundness alone adds no point.
  3. Historical title recurrence: a FY2025 or FY2026 GAA title agrees after case/punctuation normalization and removal of complete trailing station/coordinate metadata. A matching qualified municipality and province is required. Work descriptions, directions, packages and phases remain. Conflicting locations/tranches and disjoint stated chainages are excluded.
  4. Historical chainage overlap: an accepted historical counterpart has explicit, positive-length overlap of stated construction ranges. This adds one scope indicator, not proof of duplicate paid work.

Each type contributes one point; multiple historical years do not increase the score. Historical recurrence and chainage overlap are related signals, so the count is not a statistical probability or independent-evidence score. Exact ranking ties use the source occurrence ID. Missing historical links can reflect conservative matching, incomplete local coverage or unresolved names.

Standard packages, phased work and legitimate amendments can produce these signals. Names, roles and party affiliations add no points. Input hashes and all ranked rows are available in the full ranking JSON. The CSV exports all 25 displayed rows with their evidence. Amounts overlap the findings above; do not add them as alleged losses.

New cost-per-meter flag

One additional point when allocation per stated meter exceeds both twice the peer median and Q3 + 1.5 × IQR. Peers share the work category, exact official PAP and a data-derived length band, with at least 20 records whose stated lengths are at least 10 meters. No fixed 100-meter cutoff is used. Extreme rates remain in this review table with a caution but are excluded from rate charts. Missing lengths, sub-10-meter printed ranges and insufficient peers add no point. This flag does not establish overpricing: width, terrain, structures, quantities and funded extent remain unverified. See full rate and grouping methodology.

How all nine summary findings relate to this queue

Summary findingTreatment in the line-item ranking
1 · Equal RCS packagesRepeated-amount flag if its existing thresholds qualify; no extra point for belonging to RCS. Needs weighting requires installation evidence.
2 · HGAB insertion candidatesPotential-insertion flag; matching uncertainty remains explicit.
3 · Multi-purpose buildingsMPB records qualify through the same flags as other work. Program membership earns no point.
4 · Recurring project titlesHistorical title recurrence and explicit chainage overlap; related indicators, not independent evidence.
5 · Allocation clusteringRepeated-amount flag. The office-level road/flood association is not an additional individual-project flag.
6 · INSPIREOutside this domestic DPWH queue; investigated on its own agency page.
7 · Length and chainage gapsEvidence caution only; no rate inferred and no ranking point for missing information.
8 · Allocation per stated meterHigh relative-rate flag using category, PAP and length-band peers.
9 · Very short printed rangesEvidence caution for sub-10-meter ranges; verify denominator before a high-rate conclusion. Shortness alone earns no point.
